 In 2002, the Cities of Palmdale and Lancaster were successful in obtaining a $698,667 grant from the California Integrated Waste Management Board to establish a permanent household hazardous waste center in the Antelope Valley. The purpose of the center, called the Antelope Valley Environmental Collection Center (AVECC), is to enhance the level of service to Antelope Valley residents by providing a convenient drop-off location for household hazardous waste and electronic waste. The grant funded the engineering, design, and construction costs of the AVECC. Since the award of the grant, the Cities of Lancaster and Palmdale requested the County's assistance in developing and operating the AVECC. As a result, the County, Cities of Palmdale and Lancaster and Waste Management, Inc., entered into a joint partnership for the financing, construction, and operation of AVECC.
On December 2, 2004, Supervisor Michael D. Antonovich, City of Lancaster Vice Mayor Bishop Henry Hearns, City of Palmdale Mayor James Ledford, and Ray Andersen of Waste Management, Inc. joined together in a groundbreaking ceremony for the construction of AVECC.
