The Los Angeles County Public Works, under the auspices of the Los Angeles Solid Waste Management Committee/Integrated Waste Management Task Force (Task Force) and its Facility and Plan Review Subcommittee prepared the Preliminary Draft Los Angeles County Countywide Siting Element (Siting Element).

On November 15, 2012, the Task Force concurred with the Preliminary Draft Siting Element. Public Works is moving forward with the preparation of the environmental document as required by the California Environmental Quality Act (CEQA). Upon completion of the draft CEQA document and authorization by the Los Angeles County Board of Supervisors, the Draft Siting Element, along with the Draft CEQA documents, will be released to cities; responsible state, regional and local governmental agencies; the private and public sector; and other stakeholders for review and comment. During this period, Public Works, with Task Force assistance, will be conducting a series of public information meetings throughout Los Angeles County to seek input from residents and other stakeholders.

Upon completion of the review/comment period, Public Works in concert with the Task force will prepare the Final Siting Element and its Final CEQA documents based on comments received. Upon authorization by the Los Angeles County Board of Supervisors, the Final Siting Element and CEQA documents will be submitted to the 88 cities in Los Angeles County for approval. Each city has 90 days from the date of receipt to take action on the Final Siting Element. Failure of a city to take action within the said 90-day time frame is statutorily considered a tacit approval of the Final Siting Element by that city. Once the Final Siting Element is approved by a majority of cities in Los Angeles County containing a majority of the incorporated population, the Final Siting Element will be submitted to Los Angeles County Board of Supervisors for approval. Upon the Board's approval, the Final Siting Element will be forwarded to the California Department of Resources Recycling and Recovery (CalRecycle) for approval.
