A temporary estimate is an estimate that is not associated with a project in PIW. It is only visible to the person who created and it cannot be submitted to Construction. If you have created a temporary estimate that you want to make permanent, you can use the "Convert To Permanent" link on the Actions tab of the temporary estimate or the "Import Items" link on the Actions tab of the permanent estimate.
