Answer:
Dear Winnie:
Thank you for your interest in starting a business which will recycle beverage containers. The State of California provides information on starting a recycling business at their website (see link for Starting a Recycling Business below). You will also need to contact the California Department of Conservation and the County of Los Angeles Department of Regional Planning (links to websites are provided below).

Once you are ready to proceed, we recommend you find a site located in the Los Angeles County Recycling Market Development Zone. The Zone covers the unincorporated areas of the County along with the cities of Burbank, Carson, Commerce, El Monte, Glendale, South Gate, and Vernon. The program provides assistance and also offers a loan to manufacturers who use recycled materials in their process as well as recyclers of certain materials. For the current loan interest rate, please visit the California RMDZ website. Once your business has begun, you would be able to apply for assistance from the program, which would help you grow. For more information, please visit the website for the California RMDZ as well as the website for the Los Angeles County RMDZ (see links to websites below).

Good luck in your venture.

Regards,
David Coscia
