Hello,

California State law prohibits gifts of public assets or funds by public agencies. (California Constitution, Article 16, § 6)

There are State, County, and local public agencies that are organized to provide housing for low and moderate income and other public purposes. By law, should the County have surplus real property meeting a certain criteria, the County shall allow the aforementioned housing agencies and other State, County and Municipal public agencies, the first right of refusal to purchase or lease said real property for the public purposes so allowed by law.
