Catch Basin Retrofit Permit Preparation


  1. 1.

    Storm Drain System

    Determine if your project is part of the LACFCD.

  2. 2.

    Letter of Authorization

    Required when the owner of the project is not the applicant.

  3. 3.

    Contractor Information

    Contractor license number and insurance required.

  4. 4.

    Exhibit A Catch Basin List Spreadsheet

    Use the Exhibit A Spreadsheet to list catch basins being proposed for retrofit. Catch basin identification numbers are found on the Storm Drain System. Variables such as catch basin width, depth, pipe size, locations, etc. must be determined by investigating and measuring each individual catch basin. Please refer to the Revised ARS and CPS Requirements for further detail on measurements and design.

    Shop Drawings

    Required for BMPs to be installed (list of pre-approved ARS/CPS Units).

  6. 6.

    Operation and Maintenance Agreement

    A declaration or agreement for the operation and maintenance of the proposed devices is required prior to the issuance of a permit. The agreement ( Option 1 or Option 2 ) can be processed with the Department’s Stormwater Planning Division concurrent with permit application review. Catch Basin Retrofit Permit Submittal


The steps below will guide you through the application submittal process in EPIC-LA.

  1. 1.

    Apply with EpicLA

    Select "Flood Construction Permit" from the “Apply” pull down menu.

  2. 2.

    Locations

    Select the blue box to provide the project address and/or parcel number. Parcel information can be found using the County Assessor's website. If no address can be found, skip this step and include the location in step 5 below.

    Type

    Provide a detailed project scope in the “Description” box.

  4. 4.

    Contacts

    Add permit owner and contractor, they will need to create EpicLA accounts also.

  5. 5.

    More Info

    Provide all requested information. Acknowledgements must be accepted.

  6. 6.

    Attachments

    Upload files such as plans, contractor’s insurance/license, letter of authorization from permit owner, and any other relevant project documents.

  7. 7.

    Summary

    Review project before final submittal.

    Once submitted you will receive an email with your permit number.




Catch Basin Retrofit Permit Review and Approval


  1. 1.

    Each submittal will be assigned to and reviewed by a permit engineer. The applicant will be contacted by the permit engineer.


  2. 2.

    Following payment of the plan check fee, a plan check fee invoice will be generated in EpicLA. This needs to be paid before any further work will be performed.


  3. 3.

    Once paid, the submittal will be routed internally for comments. Comments will be made available to applicant.

  4. 4.

    If there are comments, this step will go on until the submittal is approved.

  5. 5.

    Once approved, a final invoice will be generated for inspection and issuance fees. Any outstanding items must be submitted before the permit is issued.

  6. 6.

    Following permit issuance, the applicant must comply with all permit conditions. The new point of contact will be the field inspection personnel indicated on the permit.
