The East Los Angeles Civic Center is located in the heart of East Los Angeles at the corner of Third Street and Mednik Avenue.  It currently is the site of the East Los Angeles Library, Roybal Comprehensive Health Center, Superior Courts Building, Probation Department, Soledad Enrichment Action Center, Sheriff's facilities, a park, and a lake.  The site's present lay out has poor circulation patterns. Facilities and services are difficult to find, and therefore, the site has not achieved its full potential for serving the community.
 
The intention of the East Los Angeles Civic Center Renovation Project is to enhance community services through new and improved facilities including a new replacement library, a new child care center, a new municipal services building, a new transit plaza on Third Street, and various park improvements to provide for expanded recreational opportunities. The project strives to foster a campus-like setting through high quality and easily identifiable facilities, improved landscaping, a way finding system and landmark elements consistent with the campus theme, expanded pedestrian walkways, and roadways designed to meld with their surroundings.
