    • What parties are involved in the DRS?

    Pursuant to State Law [PRC: 41821.5 (c)], each county is required to submit periodic reports to the cities within their respective county and to the Waste Board on the amounts of solid waste disposed by the jurisdiction or region of origin. Solid Waste disposal facility operators are mandated to submit quarterly surveys that provide information on the disposal tonnages for each jurisdiction. This information is administered by the county and compiled into reports that are used by the jurisdictions and the Waste Board to determine if the jurisdictions are meeting their diversion goals.

    • What is the Purpose and objective of the DRS?

    In 1989, California passed Assembly Bill 939 mandating each jurisdiction to reduce solid waste disposed in landfills by 50%. Each jurisdiction in California had to adopt measures to meet the diversion goals set in Section 41780 of the Public Resources Code (PRC). The Disposal Reporting System was developed to meet this requirement and to assist in estimating the amount of solid waste disposed from each jurisdiction. Information from the DRS helps the Waste Board determine if jurisdictions are meeting their state-mandated diversion goals. The DRS also tracks the type and amount of waste transported in and out of the state. It is also used to identify variability in a jurisdiction’s historical waste disposal rate and plays a key part in calculating diversion rates.
