Dominguez Watershed Master Plan Summary
Watershed management is the integration and coordination of activities
that affect the watershed's natural resources and water quality. It brings together services like:
Flood protection
Water conservation
Conscientious management of natural resources
Preserving and creating open space for recreation and habitat
Reducing pollution of water resources
in order to protect and enhance communities and the environment.
There is currently no comprehensive watershed management plan for the Dominguez Watershed.
In response, the Los Angeles County Department of Public Works applied for grant money from
Proposition 13 and initiated the Dominguez Watershed Advisory Council (DWAC) as part of a new
vision to lead the planning and implementation of watershed management in Los Angeles County.
The DWAC was established to create a Watershed Management Master Plan (herein referred to as
"Master Plan") for the Dominguez Watershed that will establish sound measures to protect and
improve its environment and beneficial uses.
The Master Plan, when complete, will consist of three distinct sections:
The first section will include an introduction to the goals of the Master Plan,
and the background, physical description, and environmental conditions of the watershed.
Existing, historic, and planned future conditions of the watershed will be summarized.
Data gaps in the background information that limit understanding of watershed conditions
will be identified.
The second section of the Master Plan will address and prioritize the issues,
concerns, problems, goals and objectives identified by all stakeholders in the watershed,
document the coordination and public outreach process, and identify stakeholder commitments
and public involvement opportunities for the implementation phase of the watershed Master
Plan.
The Final Portion of the Master Plan will outline prioritized methods and projects
for watershed improvement based on baseline information and issues, concerns and goals
identified in the previous sections. It will provide guidelines for, and ensure most
effective implementation of, actions that achieve measurable environmental improvement
and outline funding opportunities for the proposed actions.
