The Alondra Park Multi-Benefit Stormwater Capture Park (Project), located in the Unincorporated Los Angeles County area of El Camino Village (3850 Manhattan Beach Blvd, Lawndale, CA 90260), will revitalize an existing park with new stormwater infrastructure, new soccer and multi-purpose turf fields, and two rehabilitated baseball fields. The Project will capture and treat dry-weather and stormwater runoff from a 4,945-acre drainage area, with up to 40 acre-feet of runoff during a single storm event, by retaining runoff in a subsurface storage system. Captured runoff will be diverted to the sewer system during off peak hours and excess flows will be treated and released back into the storm drain system. The Project will capture flows from the Cities of El Segundo, Hawthorne, Lawndale, Manhattan Beach, and Redondo Beach, along with Unincorporated County areas. The Project also includes nature-based solutions with the planting of native and drought-tolerant vegetation and trees, bio-swales, and permeable pavements that mimic natural processes, which will improve stormwater quality by preventing stormwater pollutants from ultimately discharging into to the Dominguez Channel.

Construction Update September 8, 2025

We appreciate your patience and feedback received over the last two months as we have received many questions and concerns about ground vibrations being generated from the project site. As of August 19, 2025, all shoring removal work that was causing these vibrations has been completed. In late July, a third-party consultant was engaged to monitor vibration levels generated by this project, in accordance with Section 3.10-2 (page 86) of the project's PEIR Addendum, as referenced in the construction update below dated August 4, 2025. Any vibration levels exceeding 0.07 inches per second—which approach the 0.08 in/sec threshold identified as potentially damaging to extremely fragile structures—were documented in the vibration monitoring log. The County has also received inquiries about fugitive dust generated by the construction. While the South Coast Air Quality Management District (SCAQMD) does not have staff assigned to monitor this project, the County has two full-time inspectors on-site.

These inspectors are responsible for quality assurance and quality control, including visual monitoring and enforcement to ensure compliance with SCAQMD Rule 403 on Fugitive Dust.

SCAQMD Rule 403 states:

No person shall cause or allow the emissions of fugitive dust from any active operation, open storage pile, or disturbed surface area such that:
  1. the dust remains visible in the atmosphere beyond the property line of the emission source; or
  2. the dust emission exceeds 20 percent opacity (as determined by the appropriate test method included in the Rule 403 Implementation Handbook), if the dust emission is the result of movement of a motorized vehicle.
Inspectors also monitor and report any noise generated by project-related work that appears to exceed the ambient noise levels of the surrounding area. For more information on noise impacts associated with the project, please refer to Section 3.10.1 (page 72) of the Project Environmental Impact Report (PEIR) Addendum, as referenced in the construction update below dated August 4, 2025. Prior to construction, ambient noise levels around the project site were measured during typical business hours (11:00 AM to 3:00 PM) and ranged from 48 dBA to 90 dBA—levels generally considered moderate to high as perceived by the human ear. These ambient sounds originated from sources such as traffic on Prairie Avenue and Manhattan Beach Boulevard, aircraft, pedestrians, honking cars, motorcycles, loud music from vehicles, and trucks loading materials.

To date, inspectors have not observed any project-related work or equipment—including shoring removal activities—producing noise levels that exceed the existing ambient conditions of the area.

Construction Update August 4, 2025

Regarding ground vibrations, please refer to Section 3.10-2 (page 86) of the Addendum to the Dominguez Channel Watershed Enhanced Watershed Management Program (EWMP) Program Environmental Impact Report (PEIR), prepared for the Alondra Park Multi-Benefit Stormwater Capture Project and referenced in the January 14, 2022 project update below. Groundborne vibration levels from this project are actively being measured and monitored to ensure they remain below thresholds established by the California Department of Transportation (Caltrans) in its Transportation and Construction Vibration Guidance Manual (September 2013), which are designed to prevent potential damage to extremely fragile buildings. We appreciate your patience and understanding as we anticipate to complete the work causing these vibrations by the end of August 2025.

Construction Update July 29, 2025

The County has recently received several calls and emails from nearby residents regarding ground vibrations experienced at their homes. We understand your concerns and want to assure you that we are actively working with the contractor to address and minimize the vibrations. As we are wrapping up the underground work, the contractor is currently working on shoring removal, which may have caused slight short-term vibrations. This work is expected to continue through the end of August 2025. Traffic Update 9/24/2024

Starting on Monday, 10/7/2024, the traffic control measures will transition to a new phase. Traffic lanes will be shifted to the north side of Manhattan Beach Blvd while work is carried out on the south side. There will be two westbound lanes between Doty Ave and Prairie Ave, and one lane for eastbound traffic. Motorists are urged to drive safely and follow the temporary striping and signage. The sidewalk on the south side of Manhattan Beach Blvd. will not be accessible to pedestrians.

August 30, 2024 - Resident Impact

Starting on Tuesday, 9/3/24, the contractor will be performing work along the residential side street of Manhattan Beach Blvd, affecting the residents as highlighted in the map below. There may be additional dust, noise, and vibration during the working hours of 7 AM – 3:30 PM; however, access will be restored at the end of each workday. The intersection of Doty Ave and Manhattan Beach Blvd will remain open. For additional information, please check the construction notice issued by the contractor below.

April 16, 2024

TRAFFIC UPDATE

With construction activity taking place on Manhattan Beach Boulevard, local access through the construction zone will be managed with temporary traffic control measures to ensure the safety of motorists and construction crews on Manhattan Beach Boulevard between Osage and Cranbrook Avenues. Traffic impacts can be expected from May to December 2024. During this time, at least one lane in each direction will remain open to vehicular traffic. Motorists are encouraged to plan trips accordingly, allowing for extra travel time or consider alternate routes if possible.

November 8, 2023

A community information session was held on Wednesday November 8, 2023. Public Works shared a presentation in the community room at Alondra Park from 7:00 – 8:30 PM. Public Works provided more details regarding construction impacts, timeline, and schedule of the Alondra Park Multi-benefit Stormwater Capture Project. Approximately 20 community members attended this event to learn more about the upcoming project, provide feedback and ask questions. Our team made note of every question and comment asked during and after the presentation. We have included our responses to your questions and concerns in the attachment below.

Los Angeles County Public Works staff, in partnership with the office of Supervisor Holly J. Mitchell and Los Angeles County Department of Parks and Recreation, participated in the Trick or Treat Village event at Alondra Park on October 28, 2021 to give the community an update on the Alondra Park Multi-Benefit Stormwater Capture Project. On display were project renderings showing the various features such as the underground storage chambers, new soccer and baseball fields, and bioswales.
