Development and testing of the Methodology would not have been possible without the significant contributions of many individuals who were involved in various stages of project development.

The project was conceived by Don Wolfe, Director of Public Works for the County of Los Angeles; Dr. Mark Gold, Executive Director of Heal the Bay; and Eric Strecker, Principal with GeoSyntec Consultants. They recognized the pressing need for a tool of this type and were instrumental in the initial concept development.

The dedicated individuals who formed the core project team should also be recognized for their contributions:

  • Dr. Mitzy Taggart, of Heal the Bay, provided technical project direction;
  • Dan Lafferty, Angela George, Wai So, Bill DePoto, Ben Willardson, and Dai Bui, of the County of Los Angeles, Department of Public Works, provided detailed technical review and contract management;
  • Dr. Shahram Kharaghani, Wing Tam, Elvin Yeck, and Betty Dong of the City of Los Angeles, Bureau of Sanitation, Watershed Protection Division, provided critical input, key data required for testing the Methodology, GIS support, and field-related support; and
  • Ken Susilo (Technical Project Manager), Brandon Steets and Marc Leisenring, of GeoSyntec Consultants, were the principal investigators responsible for developing the Methodology.

Special recognition and appreciation goes to Aubrey Dugger of GreenInfo Network, whose contributions were invaluable to the project’s success.

The project relied on direction from the Los Angeles Regional Water Quality Control Board. Dr. Xavier Swamikannu and Dr. Ginachi Amah provided technical input and review. Raymond Jay and David Koo administered the grant.
