The Guidance Manual was prepared for watershed groups, stormwater quality specialists, planner and regulators, and other watershed stakeholders. The Guidance Document provides step-by-step instructions for applying the Methodology and is organized in the following manner.

  • Section 1 contains an introduction to the Methodology
  • Section 2 presents a description of the four steps of the Methodology in prescriptive detail,
  • Section 3 presents conclusions, with recommendations for application and next steps,
  • Section 4 includes a Proposition 13 disclosure statement and acknowledgements, and
  • Section 5 provides a list of references.

The appendices include supplementary information critical to the development of the Methodology.

  • Appendix A provides detailed linkage of SCAG land uses with general land uses necessary to establish potential pollutant concentrations and runoff coefficients
  • Appendix B provides the linkages between 303(d) listings and TMDLs to pollutant load groupings
  • Appendix C provides documentation and a discussion of BMP effectiveness
  • Appendix D provides documentation and a discussion of BMP costs
  • Appendix E includes the general BMP comparison matrices
  • Appendix F provides an expanded discussion of a concentration-based catchment prioritization analysis provided by Los Angeles County Department of Public Works.
